台灣防治婦女受暴的成果
各位女士、先生,感謝世界醫師會及世界衛生大會對於全球婦女受暴議題的重視。提升婦女人身安全、倡導婦女權益保障工作是台灣長期以來關注且努力的方向。
台灣自2003年起推動「性別主流化」,國會於2011年通過「消除對婦女一切形式歧視公約施行法」,是推動性別平等工作與國際接軌的重要里程碑,同年函頒「性別平等政策綱領」,闡示婦女權益與性別平等政策指導方針,作為政府各部門推動性別平等依循方向與目標。為增進婦女人身安全,台灣在1997年制定實施亞洲第一部《性侵害犯罪防治法》、1998年制定《家庭暴力防治法》及2005年制定《性騷擾防治法》,讓台灣成為亞洲率先推動防暴專法的國家。
台灣婚姻暴力盛行率約18%,其中女性受暴率占60%,男性占40%;2013年通報親密關係暴力被害人數5萬人,其中女性占90%;性侵害通報約1萬人,其中女性占84%。世界衛生組織2013年統計全球親密關係暴力盛行率,全球女性約30%曾遭受親密關係暴力;OECD國家女性親密關係受暴率約10%~38%。
為落實婦女人身安全保護,我們以三級預防概念作為推動性別暴力防治政策的架構:初級預防以「社區防暴紮根行動」,喚起「暴力零容忍」的社區意識,2013年巡迴各地辦理10場次社區培力研習營,共計635人次受益。次級預防以「責任通報,及早介入」,設置113保護專線及施暴者關懷專線,24小時全年無休提供通報與諮詢服務,2013年有效電話計16萬3,000通,包括通報親密關係暴力案件約1萬2,000件、兒少保護案件約1萬3,000件及性侵害案件約1,000件。三級預防為「周全被害人保護扶助」,以被害人為中心提供整合性服務,發展被害人多元復原服務方案,並針對加害人提供處遇治療,避免再犯;2013年提供家庭暴力被害人共計98萬9,000人次服務,扶助金額約1,562萬美元;性侵害被害人約17萬7,000人次服務,扶助金額約258萬美元。
台灣於2012年最高行政機關(行政院)設立性別平等處,將性別觀點融入各級政府多項施政計畫中,展現創新與活力;2013年成立衛生福利部,整合醫療衛生及社會福利,以精進醫療衛生照護及健全福利服務體系、照顧弱勢族群為願景,提供婦女等弱勢族群更臻周全的醫藥衛生照顧及社會福利服務。很榮幸於世界醫師會分享台灣婦女受暴防治及推動性別平等的決心與成果,我們支持聯合國對於婦女受暴防治工作的承諾與使命,亦將持續努力營造「有愛無懼」的社會!謝謝!

Prevention of violence against Women in Taiwan

Good afternoon, ladies and gentlemen. Thanks for World Medical Association and World Health Assembly attaches great importance to the prevention of global violence against women. Taiwan keeps continuing and paying attention on the relevant issues to secure the rights and interests for women.

We have made an effort on “Gender Mainstreaming” since 2003, and passing the “Enforcement Act of Convention on the Elimination of All Forms of Discrimination against Women” in 2011, that was a milestone for gender equity to link up with the world. We also announce “Gender Equality Policy Guidelines” as the policy guidelines to advance women’s rights and gender equity. In order to protect women, we formulate and implement ”Sexual Assault Crime Prevention Act” in 1997, “Domestic Violence Prevention Act” in 1998 and “Sexual Harassment Prevention Act” in 2005, thus we are the first country in Asia to implement the acts for violence prevention.

The prevalence rates of marital violence in Taiwan about 18%, of which women accounted for 60%, and men accounted for 40%. Intimate violence victims in Taiwan in 2013 reported approximately 5 million, of which women accounted for 90%, and sexual assault reported approximately one million, of which women accounted for 84%. According to WHO (World Health Organization) 2013 statistics, the prevalence rates of intimate partner violence worldwide about 30% of women around the world had suffered intimate partner violence; the prevalence rates of intimate partner violence against women in OECD countries about 10% to 38%.

In order to protect women, we develop the concept of tertiary prevention of gender violence as policy framework: primary prevention is "prevention violence by community rooted action plan" to evoke sense of "zero tolerance of violence" in the communities, we touring around planned 10 sessions of community empowerment in 2013, a total of 635 person-time benefit. Secondary prevention is "mandatory report, early intervention," we set 113 Protection Hotline and perpetrators care hotline, 24-hour free to provide informed and consulting services. The effective phone calls in 2013 approximately 163 thousands, including the reported cases of intimate partner violence approximately 12 thousands cases, child and adolescent protection approximately 13 thousands cases ,and sexual assault approximately one thousands cases. Tertiary prevention is "comprehensive victim protection assistance", which is to provide integrated services by victim-centered, and develop multi-victim recovery service programs, also provide treatment plan for the offender to avoid recidivism. We provide protect services for domestic violence victims approximately 989 thousands person-time, the payment approximately 15.6 million US dollars; protect services for sexual assault victims approximately 177 thousands person-time, the payment approximately 2.6 million US dollars in 2013.

An independent authority “Department of Gender Equity” was established in the supreme administration which promotes and integrates the spirits of the CEDAW across multiple sectors to show innovation and vitality in our government. For establishing a new Ministry of Health and Welfare, Department of Health of Taiwan was reformed in 2013. Some former sectors responsible for the underprivileged minority and social welfare were functional merged, this is not only strengthening the health system but covering the welfare system from the well-rounded perspectives. It promotes the service efficiency and competence of the service provided by agencies involved in care for women and underprivileged groups. I’m glad to be here to share about the determinations and achievements of the violence prevention and gender equity promotion in Taiwan. We support United Nations for the commitment of prevention violence against women, and we will continue to make effort to build a society full of love and no fear.
